Dalan Zartman is a co-founder and CEO of the Energy Security Agency. With over twenty years of experience as a career firefighter and rescue specialist, Dalan has leaned on that foundation in advancing programs and services that impact public safety. He founded Rescue Methods llc in 2010 to provide video based technical rescue educational platforms as well as direct delivery NFPA compliant technical rescue courses to public safety, military, and industrial organizations internationally. These services were conducted under the auspices of Bowling Green State University for which Dalan also serves as an advisory board member and adjunct faculty. Dalan’s initial investment in Electric Vehicle Safety correlated to extrication concepts and developed into a much broader approach to energy safety. Dalan led the execution and safety teams associated with the DNV GL and Con Ed/NYSERDA battery testing project with Nick Warner. That relationship was solidified upon the conclusion of the project to develop a collaborative test facility with ESRG and BGSU. Dalan functions as the director of safety and test execution for all battery testing. These responsibilities also include high hazard response to Stationary Energy Storage emergencies under the direction of ESRG and training/consulting for both public safety, utilities and manufacturing/production associated with stationary energy storage. Dalan has managed the execution, including fabrication, test plan application, and safety planning, of more than 200 large scale destructive battery tests. 

As CEO of the energy Security Agency, Dalan is responsible for directing all operations associated with education, incident response, consultation and resource provision. This encompasses curriculum development, both virtual and direct delivery training courses targeting First and Second responders, Resource development, and Total Protection Response Services. These services are driven by NFPA, SAE, PHMSA/DOT and NTSB standards and recommendations. The ESA is staffed by career firefighter/rescue specialist, engineers and electricians with extremely specialized training in Li Ion batteries and the systems and platforms that they are associated with. The ESA operates in all phases of industry and transport including Maritime Response, Aviation Response, Roadway Transport, EV and Mobile Incidents, and Large Scale Stationary Sites. The ESA manages approximately 500,000 pounds of damaged lithium ion batteries and their associated systems annually through emergent and coordinated response and decommissioning operations.
